Give Biden the benefit of the doubt here. He no doubt is institutionalizing criminality, educational mediocrity and racist policies that perpetuate minority misery and hardship. However, he may have become emotionally distraught while meeting folks who were the victims of the worst genocidal horror in history and acted passionately on those feelings. Many criticisms of Biden are justified but he maybe sincere here.
