Because 60 years ago the Jewish and Black communities were both able to break through the WASP monopoly on country clubs and big universities. 60 years later the Black community is still in lousy shape while the Jewish community is thriving. Now, if you're a Black leader you could ask "Hmmm, what are those Jews doing and how do we imitate them?" or you could not put in the effort and say "Those Jews must be doing something evil because otherwise they'd still be down here with us!"
