The R' Moshe teshuva the other day against suing the govt, was for some strange reason obscured by Open Orthodox Dokter Rabbiner Marty Lokshin. It's in the Igros, Choshen Mishpat, Chelek 2, teshuva 77.
It turns out that Dayan Padwa had already assered such lawsuits, but Agudah Fresser Efraim Kestenbaum, a wealthy New Yorker living in London at the time, didn't like it & tried to go posek shopping which R' Moshe was not impressed by.
Efraim's best friend was Ner Yishmoel's Hermann Neuberger who stayed by Efraim whenever visiting the UK. Efraim invented the matzos for celiac sufferers which Rabbi Yudel Shain has complained are chometz. Efraim's son in law was an advocate "against" child molesters in Ramat Beit Shemesh who was forced to resign from the very org he founded after flying into a rage & screaming at a victim.
