Rape, Incest Among Slew Of New Charges Filed Against Baltimore Jewish High School Teacher
Days after being released on bond following an arrest for child pornography offenses, Zev Steen was rearrested and slapped with new charges — among them, rape and incest.
The former STEM teacher at the all-girls Orthodox Jewish day school Bnos Yisroel in Baltimore was terminated from that position and let go of others he held in the community after authorities busted him with child porn.
Had that been all, Steen may have considered himself lucky, as authorities ultimately found out something he'd likely had known all along. On Tuesday, Nov. 15, officials announced Steen been rearrested for new damning offenses stemming from an alleged incident in December 2005, according to court records.
The new charges include first-degree rape, sex abuse of a minor, assault, child abuse, child porn, incest, perverted practice and more.
Steen has not been released from jail this time, and is currently being held without bond.
Steen became the center of an investigation after he was linked to websites sharing child pornography online, state police said. A search of his laptop and external hard drive determined that he had "numerous" child porn files that he was unsuccessful in deleting.
Steen's LinkedIn profile says he's the CEO of MirageID, an identity-tracking company. He was also heavily involved in TAG (Technology Awareness Group) Baltimore, which "provides free guidance on choosing devices, step-by-step filter installs, and live tech support 20 hours a day," its website says. TAG announced that they terminated Steen on Tuesday, Nov. 8 but did not provide a reason.
“We are horrified and saddened to have to write and share this letter,” school officials previously said. “It is important to recognize that this traumatic experience presents an opportunity to have a conversation with your child about personal safety.
“We will continue to communicate with you, our parents, and our partners, as necessary.”
Steen is scheduled to return to court in both cases next month.

Perhaps cunningly playing around with a tape recorder made him believe
he was a tech wiz. He got married, graduated Ner Israel and became a
successful businessman, heavily involved in modern technology: He was
one of the first Baltimore “frummies” to start selling online, and one
of his roles in the Orthodox Jewish community was to install Internet

save his beloved. So, Steen was briefly released from prison but then
immediately arrested again — a painful blow to Sadwin who just became
BJT’s “cover girl.” But Baltimore rabbi Yaakov Hopfer (the man who saved Eisemann when the latter’s pedophilic nature was publicly exposed) has outwitted everyone: He has sent out a letter,
where he never mentions Steen and just talks about some abstract

Oy vey! A better response, the correct response is that organisations are responsible for the safety of children. We will meet with parents, students and work out how we can improve.
We will not put the responsibility on children to protect themselves. Yes, talk to your children about personal safety. At best, this will make it easier for your child to tell you that he/she has been abused or is being abused. But don't expect your child to recognise grooming and avoid abuse.

Zev Steen was my classmate at מכינת נר ישראל. The year we were graduating, I noticed his inappropriate conduct with a minor. (I cannot recall that was a campus or town child.) Shortly before dorm curfew, I went to his room anticipating giving him a harsh תוכחה. He was busy listening to rabbi Avigdor Miller tape (usually passed on to him by rabbi Tendler), so he sent on an errand his Iranian friend Dror Baalhaness, who said my מסורה was *unstable* and then opened his book תורה לשמה (by his Sephardi rabbi בן איש חי) and read to me the responsum תמ"א. I did not fully understand the cabbalistic take of תורה לשמה, all I grasped was an idea that years of life corresponded to the ten Sefirot, therefore, sex with a minor less than nine years and one day was not in violation of the *ten* Sefirot and just regarded as spilling seed on wood and stones. I was dumbfounded, so Dror flipped a few pages back and showed the responsum שע"ח that raping an eight-year-old child could not disqualify witnesses because they transgressed no Torah prohibitions. Then came the curfew, and I had to go back to my room. Next day, rabbi Tendler told me I was חושד בכשרים and ordered me to go to rabbi Zvi Berkowitz who was willing to explain *my* transgression from the rabbinic standpoint. Rabbi Berkowitz asked if I respected rav Saadia Gaon and then opened a volume of זכרון לראשונים וגם לאחרונים of his biography (זכרון הגאון רב סעדיה אלפיומי וספריו) and read from page ר"ל that rav Saadia Gaon made love with teenagers atop holy books. He concluded there were many things I could not understand because of my age and the fact I had never learned the cabbala, then told me to obey rabbi Tendler and concentrate on my own עבודת השם instead of being חושד others. Rabbi Tendler decreed I could not approach Zev Steen till we graduate the high school. I zipped my lip, got my high school diploma and forever left Baltimore. And I no longer ask any rabbis for *their* rabbinic or civil guidance.

As members of the Jewish community, we feel compelled to address the recent habeas corpus petition filed on Mr. William Steen’s behalf. We are disgusted by the heinous crimes that Mr. Steen has allegedly committed and we find the request for his release back into the community deeply concerning.
The petition filed by the defense proposes that Mr. Steen reside at a location in close proximity to the Ner Israel Rabbinical College campus and Woodholme Elementary School. The Ner Israel campus includes a boy’s high school dormitory and a residential area where many young families reside. Through employment or attendance of religious services, Mr. Steen could easily gain access to children on campus.
We are also shocked and concerned that Rabbi Shraga Neuberger, a professor at Ner Israel, described Mr. Steen as “honest and dependable.” It is clear to us from the disturbing evidence found that Mr. Steen is neither honest nor dependable. He has betrayed the trust of many in our community. Without the support and encouragement of Rabbi Shraga Neuberger, Rabbis, and staff at Ner Israel, individuals will be hesitant to report any violations. This could make restrictions placed on Mr. Steen’s release extremely difficult to enforce.
